  • A. In addition to any boards, commissions or departments required by any Act of Congress or the Legislature, the following agencies, boards, commissions, councils, departments and divisions are created:

    B. Each of the several departments shall be under the charge and management of the officers or boards designated in the respective chapters relating thereto, all to be under the general supervision and control of the City Manager, except the City Clerk Department and the Auditing Department in accordance with the Charter.
